The wielder of the Wand of the Screaming Sycamore may cast Heal for free twice per session. However, each time this is done there is a 15% chance to lose a pop, increasing by 10% each time it is used per era. This resets each era, or on the loss of a pop. If this artifact is instead wielded by a non-ruler character, replace the chance to lose a pop with a chance of instant death.
