Alternatively, the wielder of the Staff of Silver Feathers may gift a nation or organization two resources (per era), or $100 (per era) to gain a moderate bonus that lasts for the remainder of the session.
Note that the effect of the Staff of Silver Feathers does not work if the gift is made to the same nation or organization twice in one age.
